Looking at the NYT interactive budget chart http://nyti.ms/eypx3p you can see the effort to constrain spending does not exist. The overall effect is more debt, with no end in sight. And where spending needs to be reduced on ALL fronts, everybody's got their bones to pick, and axes to grind, and nothing gets done.
You can't rely on the CBO - the numbers are so convoluted, the 'experts' can't even figure them out.
